How can you say this when the EU aggressively pursued the EU-US data shield, has net neutrality enshrined in its laws (with many countries opting to build even stronger regulations on top of that). America may be the biggest hard power, but the EU is the biggest soft power. They have the most influence on international law/rights, politics, progression etc; not to mention that they are also the #1 economy in the world.
